To encourage League membership among newly licensed amateur radio operators, allow those folks getting their very first license, not 'retreads', to be designated 'associate members' for one year.  They would have access to the digital editions of QST and On The Air, but no voting privileges. At the end of the first year, they may well see the value of League membership and sign on as full members.

Our club, Oklahoma City Autopatch Association, grants first time licensees a complimentary one year club membership.  This has resulted in several new and very active club members.
