Better late than never!
I would propose that every non-ARRL licensed ham be considered a prospective member but limit the access to one year only - not two years. I suggest this because I come across hams that got licensed and then went dormant after the first few months. This is not uncommon. These not-so-new hams could use the 2 year access to the knowledge base as their virtual Elmer. More seasoned non-member hams can use the knowledge base to explore other areas of the service, and as a result, find value in obtaining membership. I could fit into the latter scenario.
