Perhaps they're concerned about sharing all of the required PII of a minor. Granted, it's no more than Boy Scouts require, but it is publicly listed. Perhaps some educational material is in order or a Q&A / FAQ video for parents may help assuage their fears. Maybe recommend a PO Box for their licensee to be, albeit an added expense.

I can't say I've heard this one, but I'm not shocked.  I did have an issue with an international student not having an SSN, but we filled out the paperwork and got it right away.  The main issue I had was getting them to remember to bring the number with them.
