WAS for portable location

I'm submitting for WAS Digital with an FT8 sticker! I'm submitting for my summer home location in NC as N3CHX/4 not my primary address N3CHX in PA! I already have the award for that location! I submitted it twice and the awards desk rejected it twice saying i should use my primary call??? I already have WAS for the primary call! This is for my summer home location in NC N3CHX/4!! What gives??

Yes. I got a certificate for N3CHX/4 and signed the QSOs with it!
