Suggestion Status

Perhaps you can help me on this matter.

Over a year ago I submitted a suggestion concerning changes to the 5BANDDXCC award with the blessings of my MDC Division Director. After numerous exchanges with him, my DXCC representative and even the current CEO no one seems to know exactly where the suggestion is. It appears it is somewhere in at Headquarters. During this time I had to instigate status request messages because no one has kept me informed of the suggestion's progress.

I would like to know if the suggestion is still alive and being processed through various states of approval or disapproval. Your consideration is appreciated.

DXAC has not yet received any feedback from the Board or PSC.

Thanks for your rapid response. The suggestion was about using all of the bands to accomplish the 5BDXCC award instead of just the one's presently required.
I believe you are correct that the suggestion may be with the PSC but it would be appropriate to know for certain and whether or not they intend to forward it for further comment or reject it.
It has been over a year now.

As of yesterday, the DXAC has been asked to review whether 5BDXCC should be granted for any 5 bands instead of the original 80-40-20-15-10. Comments to your DXAC representative are encouraged.

There is one CAC and DXAC rep appointed per ARRL division, appointed
by the Director of that division.

I suppose a case could be made to appoint one for DX, or one each per
IARU region for DX issues, and would be appointed by the international
affairs VP. This I will look into. It seems like it will help include
international voices.

As a director and current member of the PSC, I take feedback from any
radio amateur. However, for US amateurs outside of the Hudson Division
I normally copy their director on any response.

The current process is:

DXAC/CAC makes recommendations to the PSC.

PSC then takes their feedback into consideration and makes any
motion(s) that may be necessary.

If changes require a Board vote, then it is brought up at the next
full Board meeting. If HQ admin staff can do it via an administrative
change (eg. rules for non-DXCC awards programs) then they will be
instructed to make the change by the PSC.

Hmmm, OK John.  Perhaps ‘DX representation on DXAC’ might be an agenda item for a future DXAC meeting.  For now, I hope you and other DXAC members won’t mind if we debate proposals & issues right here. 

 

So, re the bands for 5BDXCC, I see no particular reason to specify on which 5 bands we must achieve DXCC.  Seems to me reaching DXCC on any 5 bands is an achievement worth recognising … maybe with endorsements for each additional band beyond the first 5 (a further option)? 

 

However, given the parallel thread about ARRL’s ongoing IT projects and resourcing issues, implementing such a suggestion would require IT/LoTW changes as well as DXCC rule changes.  Perhaps it would make more sense to come up with a wish-list of changes, identifying and agreeing on rough priorities.  That, in turn, would require estimation of the time and effort/cost required for various options, and some clues from ARRL about whether there might be any appetite and budget for DXCC and IT/LoTW changes.   Right now, I have the impression there isn’t any … but that needn’t necessarily stop us discussing proposals and priorities in the hope of getting the green light at some future point.   We’d just need to be careful about not setting unrealistic expectations.

During the solar cycle nadir, it's far easier to confirm 100 entities on each of 80-40-30-20-17 than on each of 80-40-20-15-10; during the solar cycle peak, it's far easier to confirm 100 entities on each of 20-17-15-12-10 than on 80-40-20-15-10.

+ Creating a new "Any-5" DXCC award would be fine: it provides a worthy new set of objectives without devaluing the accomplishments of those who have earned 5-band DXCC on 80-40-20-15-10.

+ Let's not repeat the "ok to use remotes anywhere within your DXCC entity" blunder! That too should have been handled by introducing new awards, rather than de-valuing existing awards.

During the solar cycle nadir, it's far easier to confirm 100 entities on each of 80-40-30-20-17 than on each of 80-40-20-15-10; during the solar cycle peak, it's far easier to confirm 100 entities on each of 20-17-15-12-10 than on 80-40-20-15-10.

+ Creating a new "Any-5" DXCC award would be fine: it provides a worthy new set of objectives without devaluing the accomplishments of those who have earned 5-band DXCC on 80-40-20-15-10.

+ Let's not repeat the "ok to use remotes anywhere within your DXCC entity" blunder! That too should have been handled by introducing new awards, rather than de-valuing existing awards.

I don’t think it 'devalues the accomplishment', Dave: that claim is frequently made in respect of ANY change to ANY award ... and yet rules are worth reviewing and updating from time to time, even if current holders then feel the need to specify that they 'qualified under the older, tougher rules'. The specific 5 bands for 5BDXC clearly suggest the pre-WARC era - some decades ago now (1979 was it?).

The same issue arises in respect of technological advances in general. Before DX Cluster, especially before Web-based DX Cluster, it was much harder to find the DX. Before computer logging, it was harder to keep track of DXCC records. Before the ready availability of commercial and mil-surplus radio gear, it was harder to get on the air. And so on.

I don't accept that new DXCCs awarded today, with all the advantages of present-day DXing, somehow 'devalue' those awarded previously - quite the opposite in fact. I'm full of admiration for those old timers who surmounted the challenge despite all the limitations of their day. They are legends!

... so why not recognise the achievement of DXCCs on each band, and be done with it? The idea is to provide a challenge that gets progressively harder, just like DXCC itself, encouraging hams to try harder and respect the greater accomplishments of those who succeed at the higher levels. " I have DXCC on 5 bands" is really just an arbitrary step on the way to "I have DXCC on all amateur bands".
