When I have obtained a hybrid DXCC with LoTW and some cards, I used an authorized card checker, who are listed on ARRL web site and available at many HamFest associated with ARRL

I had a similar situation for VUCC. My method was to get a local DXCC checker to review and submit his confirmation to the ARRL, waited until the new totals appeared in the LotW Awards summary, then

Deleted entities would not apply to VUCC as VUCC is based on maidenhead grid squares.
