I would imagine that the basic WAS is fairly common for clubs active in Field Day or other contests. 5BWAS is a bit more of a challenge. We need 9 more states between 10 and 80. Hoping that with 10

Rules are rules and follow them we must. If you do not like them get a campaign through proper route to get them changed, or do not participate.

Working towards 5BWAS, I worked a station that was supposed to be in Wisconsin, but the LoTW confirmation said Connecticut.
I emailed the ham, and he told me he was physically in Wisconsin, operating

I downloaded the .pdf, the did a Google search and found a web site that can convert a .pdf to a Word document. I edited the Word doc and then saved it as a .pdf and emailed it. Worked, quickly.
