To be clear, people should be able to use remotes or any other station withing the borders of their country. I could have houses on all coasts and be legal under the new proposal yet

As W0MU noted, you could use a remote in an area that is reasonably close to your former residence.
I still like the 500 mile circle.
So even if you retired to the UK for all those NHS
