a,b,c - you misunderstand the rule. This location is not your
preferred amateur radio remote service provider. Rather, it is a
geographical location with a circle TBD. 200km?

d. honor system, just like most other DXCC rules. I hope that hams
have integrity. (by the logic that every rule has to be 100%
enforceable, we would have zero rules whatsoever).

i. This already happens, and actually there are hams who break the
rules by illegally using remotes in other countries with other
countries' callsigns. Eg. a ham in europe using a US remote with
her/his European callsign.

b. What if they have problems and go off the air for 6 months, can you change to an alternative?

c. What if the governing body changes rules that effects the operation of remote sites?

d. How do we enforce this in all countries?

i. If someone is using one remote site and switches to another to work a particular entity. Can we track this in all

countries?

Summary:

Current rule: Add to your DXCC totals from anywhere within the DXCC
entity. So you can work from Maine, and work DX that is favorable out
East and then log in to a station in Western Washington or Oregon, and
then work DX that is favorable on the other coast.

Proposed rule:

Pick one of:
Work all DX from stations within a 200km circle from your station
address as registered with the FCC
OR
Work all DX from within a 200km circle anywhere within the DXCC entity


AND
Designate one additional location to work DX from and have it count for DXCC.

That is the summary.
