I can't speak about other bands but as an avid 160 meter DX'er I can tell that "Propagation shopping" does in fact occur on 160 meters as there some stations that use a west coast remote in the early mornings prior to SR at the remote looking for SE Asia and the Pacific and then use an east coast remote in the evenings after SS at the remote site for EU, Africa and the middle east.

It does occur. I'm not debating whether that is right or wrong, the current rules permit it but to say it doesn't occur is simply wrong.

Now that I've jumped into this thread let me just say I have warmed up to Dave, AA6YQ's proposal to provide a "Single Location" endorsement to a DXCC.
