Hi Dave.  I'm reading every one of the comments.  It is frustrating to me to see that many of those who are commenting haven't even read or have failed to understand the proposal.  I'm neutral at this point.  The DXAC hasn't even decided if they will take this up.  There is nothing in this proposal that says you can't use RHR to DX.  Nothing.  Everyone, please read the proposal again so we can have a cogent discussion.

One does wonder why the other ARRL Board Members are not participating.

When a decision is made, it would be nice if the rationale behind it were posted here, but we should not expect explanations of why specific recommendations were not adopted; there are too many of them.
