I am on the DXAC and we have neither been tasked with addressing this issue, nor have we discussed this or made any proposals.  Please clarify your statement and sources.

I first posted about this 10 months ago. A "change in DX rules" is in the minutes of the PSC this month. I don't think that was quite enough, seeing as how a roll call vote was taken, and 4 out of 6 voting members approved tasking the DXAC with it. 

How is this "under the darkness of night?" That's a dog whistle if I ever heard one!

Personally, I have no dog in this hunt, however you can read this thread and understand that there are a number of members seriously upset at the ability to those willing to pay the price to "propagation shop" to compete with those that don't or can't in real time for DX contacts. 

My initiative is to find middle ground and to present it to the full board. DXAC has already asked for something MUCH MORE RESTRICTIVE that what I have proposed - simple read the earlier messages. And wait to read the proposal. You might be willing to live with this, or understand it as a reasonable compromise.
