I had a similar situation for VUCC. My method was to get a local DXCC checker to review and submit his confirmation to the ARRL, waited until the new totals appeared in the LotW Awards summary, then applied using the LotW application. It took about 3 weeks for that process to work.

Contact a DXCC checker (all can be searched on the ARRL website) and get the details about how to get he process started. I did download a form where I listed all the cards and that went in with the cards. It was fortunate that the guy was only 20 miles away so I handed him the cards and he checked all while I waited. No mailing needed in my case but I do live in the 5th largest metro area in the US. I don't have the link handy but it wasn't hard to find on the ARRL website.
