Per DXCC rules:

a) An Entity may be deleted from the List if it no longer satisfies the criteria under which it was added.

Me too Dave.  The question however is "Why is BS7 still on the active entity list when it does not meet a physical requirement to be on that list?  Even if someone goes legally and sets up, it is impossible to find 2 points 100 meters apart where they and the line between them is permanently above high tide, unless MSL drops far enough to essentially drain the lagoon.  Keeping it on the active list for "political reasons," whatever that means, harks back to before the 2017 Revolution.

On the other hand, just because a government prohibits amateur activity, for however long, should not be grounds for moving it to the Deleted List if that entity would otherwise be eligible, no matter how long it has been Unworkium.

What counts for "worked 'em all" at any given moment on the other hand is a different question and I suspect that's at the root of much of the discussion.

Maybe what we need is another Rule for identifying when an Active entitle, regular or grandfathered, can be moved to the Deleted list, such as ‘An entity which has not been active in over a decade with no assurances of future activation should be placed on the DELETED ENTITY list. If it become active it can be automatically reactivated and added to the Entity List.”

+ That would have taken China, Albania, North Korea, and Turkmenistan off the list.

+ Would you feel good about backing into the "Top of the Honor Roll" if Scarborough Reef were deleted?

+ Personally, I think DXing is about working and confirming difficult DXCC entities, not agitating for the removal of difficult DXCC entities I haven't worked or confirmed. More DXing, less lawyering!
